Digital instrumentation and control systems are slowly replacing their analog counterparts in current nuclear plants and are the dominant paradigm in future designs in both safety and non-safety related systems. A lack of understanding of their failure modes, of the nature of interactions with human operators, of unresolved quantification issues, and other related problems have led to a number of technical challenges. To address these challenges in an efficient manner, the concept of a distributed test facility was put forward for NRC by researchers and industry participants.
